The University tested its campus notification process Tuesday that would be used in a life-threatening emergency. Ninety-one percent of the text messages sent out — about 40,000 — were delivered within two minutes.

Furthering their efforts to keep our campus safe, UTM recently signed a contract with Rave Mobile Safety. As a result, all students, faculty and staff currently subscribed to UTM's emergency text messaging system must register with the new provider in order to continue receiving the vital SMS messages.

The risks facing institutions and the people in them today have grown complex. New approaches to emergency preparedness and emergency management are required to rapidly inform individuals of dangers that threaten campuses and other facilities. The following includes some best practices in the preparedness, response and recovery phases of emergency planning, especially as they relate to effective emergency communications.

The University of South Florida (USF) has passed a year crowded with incidents involving public safety: a gas leak in a parking garage in April 2009 and the next day a bomb scare in a dorm, followed by a tornado weather warning two days later; a possible gun man in May; another bomb threat in June; potential gun men again in both June and July; and then, most recently, three reports of armed suspects on campus Oct. 5. Through them all, campus staff has continually tweaked its use of emergency systems to improve the process to keep the university's community safe.
